I was just needing to know if the front brake caliper mounted to the fork lower before the front fender or after?

Except the ones you don't ask, and then mess something up.
I think you could do it either way, but I've always remove the fender first. I would mount everthing then the fender. Its been a while since I've used a stock fender, with the brackets. So I might be wrong, if so someone will tell us. Never hesitate to ask! David

IIRC the stock fender mounts should be bent in a little to bolt on top of the caliper mount. The caliper mount is machined to fit directly to the lower.
It was Honda first, all through the middle, and if I have my way, till the end as well.
