That would definitely tell you if you are at least getting fuel to that bowl or not, and if you're not either the T or the float bowl seat/needle would be the likely culprit. Third on the list would be the float lobe is rubbing against the casting or float bowl gasket and sticking. Sometimes the float bowl gasket can slide off the seat and keep the float from opening the float valve from opening. To accurately gauge the fuel level you'd have to pull the carbs off the bike and check the float levels as shown here. This would almost guarantee the fuel level in the bowl is up to specs. Just looking won't tell you if the fuel level is correct.

I'd rather give someone a tool than a solution. Give them an answer and they'll always expect it. Teach them how to find the answers for themselves and they will spend a lifetime learning.
