Okay....now for the update.

Here comes the Gment to the rescue. Now, remember...they're here to help us (yeah, right). In a meeting with FEMA, we found out that they are going to drive around, as soon as possible, and look at everyones' dwellings and see what kind of damage everyone had.......by seeing where the high water mark is on your house. If they determine that your house has had 50% or less damage to it, you can repair and remodel it. If they determine that your house has 51% or more damage done to it, you can not repair or remodel it.....unless you meet the Dept. of Nat. Resources guidelines. These guidelines state that no dwelling or building can be built or remodeled unless it is 3ft. above the 1937 flood plain...which is 64.4 ft. Flood stage is 37 ft. .
What this means is.....if you decide to remodel or repair your house, you will have to raise your homes' living quarters 3ft. above the "37" flood plain....(67.4ft. ).
This is the same if you build a new home....the living quarters have to be above the flood plain. A couple of families had already done this. Their garage is the bottom section and the home, or living quarters is above that. Even so, the water got high enough that one guy could step off of his balcony into his boat....just a couple of feet from entering his house.
Now, if you remodel or repair your home, you will have to obtain all the permits necessary to make the repairs. And, of course, have the building inspectors come in and make their inspections. In most cases, you have to have electrical and plumbing contractors to do the work. You can imagine how much that can cost. In a home that was built in the late 1800s, imagine what the inspectors can find that doesn't meet. "code"
