So, it blows while cranking. How about you try kicking
it over instead of using the starter, to make sure
that it's the starting circuit thats blowing the fuse.

If it's all new wiring, I would re-check all the wiring,
it sounds like you probably have something wired
wrong. I would pay special attention to the ign.
switch and starter solenoid wiring.

What's probably happening is that all the
starter current is being drawn through the
fuse, at least that's what it sounds like to me.
