There is supposed to be oil in there...  not gushing out, however, but a slow 'drool' from the main case...  it's for lubricating the starter drive gearing that passes thru and behind the rotor/stator in the same chamber...  yes, the charging system itself does not require this lube to work, (it is 'wet-location' insulated so it can work under oil saturation) but the starting system gear stuffs in that chamber need to be lubed by that trickle feed (even if you're not using them) so they don't lock down the motor...

Sooooo... Don't plug that 'square-ish' cross-feed hole...  comprende'
